Important Netherlands Study Visa Updates for 2026
  • University normally applies to IND: For higher education, Pakistani students usually follow the Dutch university's immigration process — the recognised institution submits the application to IND.
  • IND-recognised sponsor required: The Dutch institution must be recognised by IND as a sponsor. Admission from an unrecognised institution can create a major problem.
  • 2026 living-cost norm: €1,130.77/month — equal to €13,569.24 for 12 months. Tuition is separate.
  • IND fee: €254 for study residence permit application or extension in 2026. Usually handled through the university.
  • IND decision period: Can be up to 60 days after the university submits the application.
  • MVV sticker in Pakistan: After IND approval, students should apply for the MVV sticker within 3 months. Appointment at the Dutch embassy in Islamabad.
  • Work is restricted: Paid employment requires the employer to obtain a TWV. Students may work up to 16 hours/week or full-time in June, July, and August.
  • Study progress matters: Students must usually obtain at least 50% of credits per academic year. Poor progress can affect residence status.

Overview — Netherlands Study Visa for Pakistani Students

Pakistani students who plan to study in the Netherlands for more than 90 days usually need an MVV, which is the long-stay entry visa sticker placed in the passport, and a Dutch residence permit for study, often called the VVR residence card.

For higher education, the MVV and residence permit are usually handled together through the TEV procedure. In practice, the recognised Dutch university or university of applied sciences normally collects the student documents and submits the immigration file to the IND.

A strong Netherlands study file is not only about receiving admission. The institution must be recognised by the IND as a sponsor, the programme should be full-time and accredited, the student must meet the financial requirement, and the documents should be clear, genuine, recent, and consistent.

Shaheen Visa helps Pakistani students review their admission route, Dutch institution sponsor status, programme fit, financial proof, sponsor documents, legalisation and translation readiness, MVV sticker preparation, health insurance awareness, TB test expectations, previous refusals, and overall Netherlands study visa file before submission.

This page is general guidance only. Dutch immigration rules, IND fees, financial norms, university visa-office requirements, legalisation rules, work conditions, and embassy appointment instructions can change. Students should always verify the latest requirements with their Dutch university, IND, Netherlands Worldwide, and the Dutch embassy appointment instructions in Pakistan.

MVV, Residence Permit and TEV Procedure

Pakistani students planning to study in the Netherlands for more than 90 days usually need both an MVV and a Dutch residence permit for study.

The MVV is the long-stay entry visa sticker placed in the passport. It allows the student to enter the Netherlands for long-stay purposes. The residence permit (VVR) is the Dutch card that allows the student to stay in the Netherlands for study after arrival.

The MVV and residence permit are usually processed together through the Entry and Residence procedure, called TEV. For higher education, the recognised Dutch educational institution normally submits the immigration application to IND on behalf of the student.

Important: Admission alone is not enough. The institution must be recognised by IND as a sponsor and must be able and willing to submit the immigration application.

Netherlands Study Visa Process Overview

  1. Choose a suitable Dutch institution and programme
  2. Check whether the institution is IND-recognised as a sponsor
  3. Confirm the programme is full-time and accredited
  4. Apply through Studielink and/or the university portal where required
  5. Receive admission, conditional admission, or registration proof
  6. Complete academic, English, tuition, and university conditions
  7. Submit university immigration checklist documents
  8. Provide financial proof for tuition and living costs
  9. The university checks the file and submits the MVV/residence permit application to IND
  10. IND reviews the application (up to 60 days)
  11. After IND approval, book MVV sticker appointment in Pakistan as instructed
  12. Attend MVV sticker appointment with passport, photo, V-number, and required documents
  13. Travel within MVV validity period
  14. Collect residence card and complete post-arrival steps
  15. Complete TB test if required, confirm housing, follow work and insurance rules

Every step should remain consistent. Your admission, financial proof, sponsor documents, legalised documents, university forms, IND forms, MVV sticker documents, and post-arrival compliance should support the same credible study plan.

Dutch University Admission Routes for Pakistani Students

The Netherlands does not have one single national admission checklist for every student. Each university and programme sets its own academic, English-language, subject, portfolio, test, and deadline requirements.

Research Universities (WO)

Academic, research-oriented, theory-heavy programmes. May be stricter for direct bachelor admission — especially for Pakistani HSSC students without a pathway or foundation year.

Universities of Applied Sciences (HBO)

Practical, career-oriented, industry-focused programmes. May be a better fit for many Pakistani Intermediate/HSSC students, depending on the programme and institution.

Pakistan-specific notes: Pakistani HSSC/Intermediate alone may not always be enough for direct entry into a Dutch research-university bachelor's programme. Students may need a university of applied sciences route, foundation/preparatory year, or extra academic credits. A 2-year Pakistani bachelor's degree is often not sufficient for direct admission to many Dutch master's programmes — each university still makes its own decision.

Studielink and University Portal

Studielink is the Dutch national enrolment platform used by many Dutch higher education institutions. Students may need to create a Studielink account, choose the institution and programme, submit an enrolment request, and then complete the university's separate application portal.

Studielink registration alone is not always enough. Students should also complete the university portal application, upload documents, pay any application fee, track conditional admission, and follow university visa-office instructions after admission. General Dutch application deadlines may include 15 January for numerus fixus programmes and 1 May for many other programmes, but the exact deadline is always the programme deadline shown by the institution.

Netherlands Study Visa Financial Requirements

For 2026, the IND study norm for higher professional education or university is €1,130.77 per month. For 12 months, this equals €13,569.24 for living costs only. Tuition fees and all other costs are separate.

Students should prepare for:

  • Living costs: €13,569.24 for 12 months in 2026
  • Tuition fee: depends on institution and programme
  • IND study permit fee: €254 in 2026
  • University visa or admin fee if charged
  • Health insurance
  • Housing deposit and first rent
  • Travel and settlement costs
  • Emergency buffer
Important: Tuition is not included in the living-cost amount. Financial formats and deadlines depend on the university immigration office. Students should follow the university checklist first because the institution submits the immigration application to IND.

Accepted financial-proof options may include depositing funds to the Dutch university, student's own bank statement, parent or private sponsor in Pakistan, scholarship letter, or education loan if accepted by the institution. A strong financial file should be clean, recent, genuine, and easy for the university immigration office to verify.

Legalisation and Translation of Pakistani Documents

Official Pakistani documents used in the Netherlands may need legalisation and translation. Pakistani documents are normally legalised first by Pakistan's Ministry of Foreign Affairs (MOFA). Urdu documents should be translated into Dutch, English, French, or German by an authorised or sworn translator where required.

Documents that may need legalisation or translation include birth certificate, marriage certificate, Family Registration Certificate, name-change documents, court or guardianship documents, and civil documents requested by the university or IND. Start legalisation early, keep spellings identical across all documents, keep originals available, and avoid altered or unclear scans.

MVV Sticker Appointment in Pakistan

After a positive IND decision, the student normally follows instructions to book an MVV sticker appointment in Pakistan. Students applying in Pakistan should apply for the MVV within 3 months after the positive decision.

For study MVV cases, students may be asked to bring the university email containing the V-number, a valid passport with at least 6 months validity and at least 2 empty pages, passport photo meeting Dutch requirements, appointment confirmation, and any embassy-requested documents. Passport return with the MVV sticker can take up to 10 working days. Do not book non-refundable travel before the IND/MVV stage is confirmed.

TB Test, Health Insurance and Work Rights

TB Test: Pakistani students should expect that a TB test may be required after arrival unless the university or IND confirms an exemption. If required, the student must book a test with the Dutch public health service (GGD) within the required period after receiving the residence permit. Missing a required TB test can create immigration compliance problems.

Health Insurance: International students must have health insurance in the Netherlands. Study-only students generally use private international student insurance or valid home-country coverage accepted for their situation. If a student starts paid work or certain paid internships, Dutch basic health insurance may become mandatory. Check insurance status before arrival, before starting work, and after receiving the residence permit.

Work Rights: Pakistani students are non-EU students. For paid employment, the employer must obtain a TWV work permit. The student may work up to 16 hours per week or full-time in June, July, and August. Internships that are part of the study programme may not require a TWV. Do not present the Netherlands study route as a work route — work should remain secondary to study, and future work income should not replace financial proof.

Study Progress and Housing

Study Progress: Students must usually obtain at least 50% of study credits each academic year. If the student does not make sufficient progress and there is no acceptable reason, the educational institution may report this to the IND. Students should take attendance, exams, course registration, and academic support seriously from the first semester.

Housing Warning: Admission and visa approval do not guarantee accommodation. Housing can be difficult in many Dutch cities, especially before the September intake. Students should start housing search immediately after admission, follow university housing deadlines, avoid fake rental listings, avoid sending money to unknown landlords, and budget for deposit and first rent separately from IND living-cost proof. Shaheen Visa helps students plan the visa file — housing availability depends on the university, city, market, and the student's own confirmed arrangements.

Common Netherlands Study Visa Risks for Pakistani Students

  • Admission from an institution that cannot sponsor the residence permit
  • Programme not full-time or not eligible for IND sponsorship
  • Institution not recognised by IND as a sponsor
  • Incomplete or late university immigration file
  • Financial proof below the 2026 study norm of €13,569.24
  • Bank statement missing account holder name, date, account number, or bank details
  • Unclear financial source or unexplained large recent deposits
  • Edited screenshots or unverifiable bank documents
  • Sponsor relationship not documented
  • Pakistani documents not legalised or translated when required
  • Passport validity or blank page issue at MVV sticker stage
  • Not applying for MVV sticker within 3 months after IND approval
  • Working without TWV or exceeding allowed work hours
  • Failure to complete required TB test after arrival
  • Poor study progress after arrival
  • Housing plan ignored until too late
  • Previous refusals not disclosed or poorly explained in new application

A previous refusal does not always mean the student can never be approved, but reapplying with the same weak file usually does not help. The new application should address the actual refusal concerns with stronger evidence, corrected documents, and a clearer explanation.

After Graduation — Orientation Year

Graduates from eligible Dutch higher education programmes may be able to apply for an orientation-year residence permit to look for work after graduation. This can be an important post-study option for Pakistani students who want to seek employment in the Netherlands after completing their degree.

Eligibility for the orientation year, employment, work permit, permanent residence, or citizenship depends on current rules, qualification, timing, and personal circumstances. These outcomes are not guaranteed.

Frequently Asked Questions — Netherlands Study Visa

Do Pakistani students need an MVV for the Netherlands?

Yes. Pakistani students usually need an MVV for long-stay study in the Netherlands. The MVV and residence permit are generally processed together through the TEV procedure.

Who submits the Netherlands study visa application?

For higher education, the recognised Dutch educational institution normally submits the MVV and residence permit application to IND on behalf of the student.

How much bank balance is required in 2026?

The 2026 living-cost norm for HBO/university study is €1,130.77 per month, equal to €13,569.24 for 12 months. Tuition and other costs are separate.

Is tuition included in the living-cost amount?

No. The IND study norm is for living costs only. Tuition, university fees, insurance, housing deposit, travel, and settlement costs are all separate.

What is the IND fee for Netherlands study residence permit?

The IND fee for a study residence permit application or extension in 2026 is €254. The payment process is usually handled through the university.

Is HSSC enough for bachelor's admission?

It depends. HSSC may be more suitable for universities of applied sciences (HBO). Research universities (WO) may require VWO-equivalent preparation or a pathway route. Each university makes its own assessment.

Is a 2-year Pakistani bachelor's degree enough for a Dutch master's?

Usually not for many direct master's admissions. Each university evaluates degree level, duration, content, recognition, and relevance. A 4-year relevant bachelor's degree is commonly stronger.

Can parents sponsor the student?

Yes. Parent sponsorship is common, but the university may ask for sponsor letter, sponsor ID, bank statement, relationship proof, and source-of-funds evidence.

Are Pakistani documents required to be legalised?

Official Pakistani documents used in the Netherlands may need legalisation by Pakistan's Ministry of Foreign Affairs (MOFA) and translation if not in Dutch, English, French, or German.

Where does the student get the MVV sticker in Pakistan?

After IND approval, the student follows Netherlands Worldwide and embassy instructions, normally using the Dutch embassy appointment process in Islamabad.

How soon must the MVV sticker be requested?

Students applying in Pakistan should usually apply for the MVV sticker within 3 months after the positive IND decision.

Can Pakistani students work while studying?

Yes, but paid work requires the employer to obtain a TWV work permit. The student may work up to 16 hours per week or full-time in June, July, and August.

Is a TB test required?

Pakistani students should expect that a TB test may be required after arrival unless the IND or university confirms an exemption. If required, it must be done with the GGD within the required period.

Does admission guarantee housing?

No. Housing is separate and can be difficult. Students should start housing early and avoid travelling without a realistic housing plan. Admission and visa approval do not guarantee accommodation.

What happens if the student fails courses?

Poor academic progress can put the residence permit at risk. Students usually must obtain at least 50% of credits per academic year.

Can students change university?

Yes, but the new institution must be recognised as a sponsor and IND/university notification requirements must be followed. Students should not assume they can transfer without immigration consequences.

Can students stay after graduation?

Eligible graduates may apply for the Dutch orientation-year residence permit to look for work after graduation, subject to current rules and eligibility.

Do you guarantee Netherlands study visa approval?

No. No honest consultant can guarantee visa approval, admission, housing, or job outcomes. The final decision depends on the university, IND, documents, and the student's profile. Shaheen Visa helps students prepare a clear, truthful, well-documented file and reduce avoidable mistakes.
