Important Canada Study Permit Updates for 2026
  • SDS ended November 8, 2024. Pakistani students now apply through the regular study permit stream. A GIC can still be used as proof of funds, but SDS is no longer an active route.
  • PAL/TAL required in most cases. Usually provided through the DLI after the student accepts the offer.
  • Master's and doctoral exemption from January 1, 2026. Many degree-granting master's and doctoral applicants at public institutions are exempt from PAL/TAL. Quebec students still need Quebec-specific review.
  • Updated proof of funds from September 1, 2025. A single student outside Quebec needs CAD 22,895 for living expenses, excluding tuition and travel.
  • Work rights are limited. Up to 24 hours per week off campus during regular academic terms. Cannot rely on future Canadian work income to fund the application.
  • DLI does not automatically mean PGWP eligibility. Check before paying fees.

Overview — Canada Study Permit for Pakistani Students

A Canada study permit is the official document issued by Immigration, Refugees and Citizenship Canada (IRCC) that allows a foreign national to study at a Designated Learning Institution, also called a DLI. Pakistani students usually need a study permit for programs longer than six months and also need a Temporary Resident Visa, or TRV, to travel to Canada if the study permit is approved.

A strong Canada study permit file is not only about getting an offer letter. The officer may review whether the program makes sense, whether the student is financially prepared, whether the SOP is credible, whether the documents are consistent, and whether the applicant is likely to follow Canadian immigration rules.

Proof of Funds: More Than Just Bank Balance

For a Canada study permit, the student must show enough money for tuition, living expenses, travel, and accompanying family members if any. But the officer may also consider whether the funds are genuine, available, traceable, and realistic for the sponsor's profile. A strong financial file should explain who is paying, how the money was earned, whether the sponsor can afford the education, and how future years will be funded if the program is longer than one year.

Common financial red flags:

  • Sudden large deposits without explanation
  • Sponsor income too low for tuition and living costs
  • Property shown but no clear liquid funds
  • Business income without supporting documents

PAL/TAL and CAQ Guidance

Most Canada study permit applicants need a Provincial Attestation Letter or Territorial Attestation Letter, called PAL/TAL. This is usually provided through the Designated Learning Institution and confirms that the student has a space under the province or territory allocation. Quebec students usually need Quebec-specific documentation, including CAQ-related requirements.

From January 1, 2026, many degree-granting master's and doctoral applicants at public institutions are exempt from PAL/TAL. However, exemptions and Quebec rules should always be checked before submission. Your SOP or Study Plan Must Be Personal and Credible

The SOP or study plan is one of the most important documents in a Pakistani student's Canada study permit file. It should not sound copied, generic, or overly focused on PR or work. A strong SOP should explain why Canada, why this province or city, why this DLI, why this program, how the program connects to previous education, who is funding the education, and family or financial ties to Pakistan.

Your SOP, IRCC forms, LOA, financial documents, sponsor evidence, academic history, and family details should not contradict each other.

Home Ties and Temporary Resident Intent

For a Canada study permit, the applicant should satisfy the officer that they are a genuine student and will follow the conditions of their stay. Home ties may include family, property, employment, business, career plan, financial responsibilities, or professional opportunities in Pakistan.

Eligible international students may work up to 24 hours per week off campus during regular academic terms and unlimited hours during scheduled breaks. Students cannot start working before their program begins. The study permit application should not depend mainly on future Canadian work income — the student should show funds are available before applying. Unauthorized work or violation of work conditions can damage immigration status and future applications.

Applying With Spouse or Children

A spouse or common-law partner and dependent children may apply with the student where eligible. The student must show enough funds for all accompanying family members and explain the family situation clearly.

Additional documents may include: spouse passport and CNIC, marriage certificate, children's birth certificates, Family Registration Certificate, spouse employment or business documents, additional proof of funds, and accommodation plan in Canada.
